(i) Illegality includes:
a. The decision was not one the maker had the power to reach;
b. Misinterpretation or misapplication of the law;
c. Unlawful delegation of powers; or
d. Failure to follow policies or guidelines.
(ii) Procedurally Unfair includes:
a. The decision was reached as a result of bias;
b. Breach of natural justice; or
c. Failure to disclose charge or evidence pertaining to it.
(iii) Irrational decision making includes:
a. Decision was so unreasonable that no other reasonable decision maker properly directed could come to it;
b. Oppressive Decisions; or
c. Disproportionate decisions.
(iv) Breach of Convention rights:
a. It is unlawful for a public body to act in a way that is incompatible with a convention right in certain circumstances.
